I think this is saying that: world war 3 will be fought (if it ever happens) but if world war 4 starts their will be no one left to fight it. Or that if world war 3 occurs people will suffer too much and realize this, So when world war 4 comes people will be a lot more careful and will not use weapons and will discuss things instead of destroying the world.
These are my opinions anyway
